On the morning of November 1, 2017, Premier Li Keqiang co-chaired the 22nd China-Russia Prime Ministers' Regular Meeting with Prime Minister Dmitry Medvedev of Russia at the Great Hall of the People.

Vice Premier and Chairman of China-Russia Investment Cooperation Committee and China-Russia Energy Cooperation Committee on the Chinese side Zhang Gaoli, and Vice Premier and Chairman of the Committee of China-Russia Prime Ministers' Regular Meeting and the Intergovernmental Commission for Cooperation of the Northeast China and the Far East and Baikal Region of Russia on the Chinese side Wang Yang were present.

Li Keqiang expressed that China and Russia are each other’s biggest neighbor, and bilateral comprehensive strategic partnership of coordination enjoys robust development momentum. Pushed forward by President Xi Jinping and President Vladimir Putin, China-Russia relations have constantly harvested new fruits. The just-concluded successful 19th National Congress of the Communist Party of China (CPC) elected a new CPC Central Committee with Comrade Xi Jinping at the core, established Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guiding ideology that the CPC must follow for a long time and mapped out China's future goals of development. For China, the largest developing country in the world, development is the basis and key to solving all problems. Regarding each other's development as an important opportunity, both countries are facing broad prospects in synergizing development strategies and deepening all-round cooperation, which will make more positive contributions to peace and development of the two countries, the region and the world at large.

Li Keqiang and Dmitry Medvedev listened to the work reports of Zhang Gaoli, Wang Yang, Vice Premier and Chair of China-Russia Committee on Humanities Cooperation on the Chinese side Liu Yandong, as well as Chair of relevant mechanism and First Deputy Prime Minister Igor Shuvalov of Russia, Deputy Prime Ministers Olga Golodets, Arkady Dvorkovich and Yury Trutnev.

Li Keqiang pointed out that the current bilateral cooperation enters into a new stage of improvement and upgrade, and performs stably with sound momentum. The growing momentum of internal forces driving bilateral cooperation has been continuously consolidated and developed. All these are inseparable from the coordinating and guiding role of all mechanisms between both sides. It is hoped that both sides will treat and advance the practical cooperation between China and Russia from a strategic and long-term perspective, explore complementary advantages and potential for cooperation, further increase two-way investment and expand opening-up of the market, improve trade facilitation, optimize trade structure, enhance cooperation in innovation and diversify regional cooperation.

Li Keqiang stressed that it is the trickles of people-to-people friendship that converge into the magnificent river of long-lasting friendship between generations of China and Russia. We must continuously make new ground in forms of people-to-people and cultural exchanges, especially enhance understanding and exchanges of culture and education between the youth of the two countries so that the next generation of China and Russia will grow and make progress together, carry forward our friendship and jointly build a better future for bilateral relations.

Dmitry Medvedev congratulated the CPC on successfully convening the 19th CPC National Congress and expressed his wish that the Chinese people will realize their great development goals established at the 19th CPC National Congress at an early date. Dmitry Medvedev said that currently, Russia-China relations are at the apex of history with frequent high-level visits, efficient cooperation mechanism, smooth progress on key projects and rapid trade and investment growth. Practical cooperation between the two countries enjoys robust momentum and broad prospects. Russia is willing to better integrate development strategy with China to explore potential for cooperation, deepen cooperation in traditional areas such as energy, infrastructure construction, production capacity, aerospace and aviation, agriculture and cooperation in the Far East, expand cooperation in new areas including e-commerce, digital economy, small and medium-sized enterprises and financial investment and further intensify people-to-people and cultural exchanges so as to push forward the sustained progress of Russia-China comprehensive strategic partnership of coordination.

Chinese Premier and Russian Prime Minister also made in-depth exchanges of views on international and regional issues of common concern.

Before the meeting, Li Keqiang held a welcome ceremony for Dmitry Medvedev at the square outside the East Gate of the Great Hall of the People. Vice Premier Zhang Gaoli, Wang Yang, Liu Yandong, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Chen Yuan and others were present.

After the meeting, Li Keqiang and Dmitry Medvedev signed the Joint Communiqué of the 22nd China-Russia Prime Ministers' Regular Meeting and witnessed the signing of nearly 20 cooperation documents in such fields as investment, energy, regional cooperation, people-to-people and cultural engagement, agriculture, customs, quality inspection, aviation and finance.
