Embassy Spokesperson's Remarks regarding Anti-epidemic Measures Concerning Africans in China's Guangdong Province

Q: Some British media reported recently about discriminative measures against Africans living in Guangdong province of China during the fight against the COVID-19. What is the comment of Chinese side?

A: China is committed to its long-standing policy of friendship towards Africa. China and Africa are friends, partners and brothers, rain or shine. The friendship between China and Africa is unbreakable because it is deeply rooted in the heart of our people. It has been further strengthened now as China and Africa are once again joining hands to meet the challenges of COVID-19 pandemic.

When China was fighting its toughest battle with the virus, African countries and people offered strong support. This will never be forgotten. As the situation in Africa gets more severe, the Chinese government and the private sector have acted quickly and extended a helping hand. A few shipments of supplies from China, along with the profound friendship for African brothers and sisters, have arrived in Africa. China will continue providing assistance to Africa to the best of its ability.

At home, the Chinese government has been attaching great importance to the life and health of foreign nationals in China, making sure that all foreigners in China are treated equally, differential treatment is rejected, and there is zero tolerance for discrimination. The local government in Guangdong province has paid great attention, since the outbreak, to the medical treatment of patients who are foreign nationals, including people from Africa. Specific plans of medical treatment and proper arrangements of health care services have been made for them in order to provide them with the best possible protection. Thanks to these efforts, we were able to save the lives of some African patients who in severe or critical conditions.

As the pandemic continues ravaging across the world, every country is an important link on the global line of defence. China is now facing a mounting challenge of imported cases. Effective containment relies on rigorous measures across the board and plugging all potential loopholes that may trigger a rebound. Tightening the measures is the responsible thing to do, not only for the Chinese citizens but also in the interest of the Africans and indeed all foreign nationals in China.

As for specific concerns from some African countries regarding their nationals, the local authorities in Guangdong province take them seriously and have acted promptly to investigate and address them. The relevant measures include: strengthening the enforcement of nondiscriminatory treatment in health care services, designating special hotels for foreigners who are required to undergo medical observation and reducing or waiving hotel rates for those in financial difficulties; enhancing communication with foreign consulates-general in Guangzhou; and prohibiting all racist and discriminatory remarks.

The traditional friendship between China and Africa has stood the test of time and changes in international landscape. It is rock-solid and unbreakable. It will not be affected by any isolated incident or anyone trying to drive a wedge between us. Just as AU Commission Chair Moussa Faki Mahamat said, African countries and China are comprehensive strategic and cooperative partners. We are friends and, more importantly, comrades-in-arms. Our destinies are closely intertwined. Nothing can change or damage this friendship.
